Utility Service Payment Assistance | LIHEAP - Community Services Bureau

Provides assistance to low-income Contra Costa County residents who qualify with the cost of their PG&E bill, 48-hour disconnection notice, weatherization and/or energy-related home repairs. Online application portal may still show out of funds but application is available to submit. Assistance is meant to either restore or prevent disconnection therefore the maximum benefit necessary to resolve the energy crisis is $1,500. Due to influx of of applications, funds may be depleted soon and participants are encouraged to apply soon with all required documentation.

Application process

Apply online or leave a message with reason for call. Calls are returned within 48 hours. Applicants can send application by fax, email, mail, or drop off in box located outside the office.

Required documents

Copy of the most recent electricity bill, one month proof of income for every adult in the household, proof of applicant's legal status, copy of birth certificate for children 5 years and younger, copy of ID for household member 60 and older. Additional paperwork may be required.

Eligibility

Contra Costa resident, household size must meet gross monthly income guidelines and be considered a vulnerable population: households with individuals age 60+, with children ages 0-5 , or disabled. Including high energy cost and low-income.
