Application process
Call for information or download application online. Must have application authorized by certifying agent; medical doctor, a licensed audiologist, a licensed optometrist, a qualified state agency, licensed physician assistant, licensed speech-language pathologist or a hearing aid dispenser.

Administers programs: DDTP, Deaf and Disability Telecommunication Program, and CRS, California Relay System and Deaf and Disabled Telecommunications Program. DDTP has a variety of telephone equipment available for individuals who are hard of hearing, deaf, speech impaired, or other disability. If an individual needs any type of teletype service (TTY/TDD), the CRS connects the assistive telephone to the relay system. 711 can be used as a shortcut to CRS. Discount on phone service available to disabled individuals.
