Works to improve and expand services to people with developmental disabilities and their families. Major Council activities include: identifying unmet needs and gaps in services, and working to develop services to meet these needs, providing opportunities for coordination of efforts and services, providing information about community resources and making referrals to appropriate agencies, identifying priorities, offering consultation, technical assistance, and training to agencies, professionals, parents, and the general public, liaison with legislative and governmental entities, publishing bulletins, newsletters, informational & education materials; and serving as an advocate for persons with developmental disabilities and their families.

Serves as co-counsel and prepare amicus curiae briefs on behalf of parties that include disability community representatives and members of Congress in disability rights cases heard by the U.S. Supreme Court and an impact on decision making process.

Provides general information to consumers about the rights of air travelers with disabilities, respond to requests for printed consumer information, and assist air travelers with time-sensitive disability-related issues that need to be addressed in "real time."

Provides advocacy for people with psychiatric and neurological disabilities who are being denied Social Security benefits. Offers education and public awareness to help erase the stigma of psychiatric disabilities by producing training videos, seminars, and workshops. Primarily focuses on advocacy for SSI, Social Security Disability, and disability work incentive programs hearings and appeals.

Offers ADA regulations, technical assistance materials and publications are available in standard print as well as in alternate formats for people with disabilities. Provides ADA information line to answer questions and offer technical assistance to the public.
