Recruits and provides foster family certification to enable families to be eligible to provide a crisis home for youth needing a safe environment for youths, ages 0 to 17, who are experiencing crisis while NCFC counselors work with the youth and family to reunite them, or develop mutually agreed upon alternatives. Also provides Long-term Foster care for children referred by Social Services in Contra Costa, Alameda, and Solano counties. To be eligible, family must possess the ability to relate effectively to and adequately supervise youth, have space to temporarily house one or more young people, possess the ability to be certified by the NCFC as a Foster Family, and pass child abuse and criminal background checks.

Provides online listing of state resources to help family members or individuals locate government, nonprofit and private programs in the area where care is needed. Offers services for family caregivers, as well as resources for older or disabled adults living at home or in a residential facility. Includes information on government health and disability programs, legal resources and disease specific organizations.

Starting Monday, November 10th. Provides SNAP/EBT funds on a separate debit card to families who did not receive November benefits by Monday, November 10th at 12pm noon. Provides information, referrals, assistance, understanding and hope to persons of all ages with disabilities as well as elderly individuals for the purpose of helping them to live as independently as possible. Services include: advocacy, benefits assistance, housing assistance, employment services, peer counseling services, assistance with independent educational planning (IEPs for school-aged youth), life skills, ADA information, public & businesses education. Referrals and resources are provided for: assistive technology, agencies serving the disabled, transportation, and youth programs. Advocacy services to increase access to services, benefits, and other social services and advising clients regarding their rights. Housing referral services assist clients by maintaining a registry of accessible, adaptable, affordable apartments and houses. Peer counseling is available to disabled individuals, their families, and friends. In depth individual skills development can be provided within the peer-counseling group or on a one-to-one basis. A small lending library of equipment is available.

Offers behavioral therapy provided by a licensed clinical social worker. Services includes; individual, family, adolescent counseling, eating disorders, sexual orientation counseling, Autism therapy and ADHD.

Completes inspections on all Apartment Complexes/ Rental Dwelling Units in Concord (excluding Condo/ Townhomes) and ensures that property owners keep a well maintained living situation for residents living in their complex. Inspections take place every 2 years. Accepts and reviews Bed Bug and Tenant Complaints. Offers code enforcement services which address the following complaints or proactive enforcement's related to: construction without permit and/or inspection, substandard building issues and violations of the Code’s exterior and site maintenance standards, issues notices and orders related to building code violations, issues citations for violation of program regulations and for non-compliance with notices and orders, initiates legal proceedings when necessary to abate hazards. Provides administration over all Richmond city parks and recreational activities, aquatic facilities and community centers. A variety of classes are available for children, teens, and adults including art classes, dance and exercise classes, sports, summer camps and trips. Due to the current pandemic only offering Zumba and lap swimming. Accepting registrations for summer camp which starts in June.

Supports child care programs by facilitating and increasing access to care. Family recertifications and eligibility will continue. Provides free services related to child care to parents/guardians and child care professionals in Central Contra Costa County. Services include assistance with finding and selecting child care and family resources, guidance and support applying for subsidized child care, technical assistance to child care professionals, child care needs assessment upon request, and parent education opportunities.

Due to COVID-19, limited services by email and phone, and classes are online. New students accepted. Provides a variety of adult education classes including computer classes at various levels, art, exercise, cooking, personal growth, GED, ABE, ESL, parenting, business and vocational classes. Classes are available for adults with disabilities. Catalog is available online. Courses available for age 18+. Martinez residency not required.

Provides legal services via remote advocacy. Housing, DV Restraining Order and Consumer clinics are all suspended; contact hotlines for assistance. Offers free legal services related to health care access and coverage, including Covered California, public and private insurance and other health care access related issues. Issues included but not limited to: Medi-Cal and Denti-Cal, Medicare, medical debt, IHSS, paratransit services, mental health services and county indigent programs.

Offers a variety of services: animal adoptions; spay and neuter; psychiatric service dog training program for Veterans; and therapy animal visits in hospitals, and assisted living facilities. Assistance programs available to qualifying pet caregivers which provide free pet food, low-cost veterinary care, or other support to prevent surrenders to animal shelters. Offers youth enrichment programs including Summer Reading, Kindergarten Countdown, Storytime, arts & crafts and many more.

Provides children with disabilities a recreation assistants to enable them to attend traditional after school care programs. It is open to children in grades K-8. UCPGG pays for the recreation assistant and the participating family is only responsible for the traditional charges of the after school program that they choose.

Provides free rapid HIV and HepC testing and counseling. Offers results along with condoms and lubricant.

Provides intensive outpatient program with school onsite for higher need than outpatient SUD (substance use disorder) counseling. Offers individual, group, family, multi family and adventure therapy, linkage with community young people’s recovery community. Treatment team includes licensed mental health clinicians, certified SUD counselors, trained adventure therapist, credentialed teacher, public health nurse, psychiatrist, and peer recovery coaches.
