Provides free, confidential, one-on-one basic instruction in reading, writing, and spelling to adults who can converse in English. Instruction is provided by trained volunteers. Adult learner/tutor pairs meet twice a week, for an hour and a half each time at libraries or other public locations throughout Contra Costa County. Trains volunteer tutors three times per year. Offers several youth programs for students of different ages for when school is and is not in session. All programs provide an environment where students learn through arts, crafts, social activities, and collaborations with other agencies providing services, while also receiving homework assistance from tutors and mentors.

Provides licenses and regulates contractors in 43 license classifications, investigates complaints against contractors, works to eliminate the number of unlicensed contractors working in California and educates the public on how to hire a contractor. Provides information, referrals, assistance, understanding and hope to persons of all ages with disabilities as well as elderly individuals for the purpose of helping them to live as independently as possible. Services include: advocacy, benefits assistance, housing assistance, employment services, peer counseling services, assistance with independent educational planning (IEPs for school-aged youth), life skills, ADA information, public & businesses education. Referrals and resources are provided for: assistive technology, agencies serving the disabled, transportation, and youth programs. Advocacy services to increase access to services, benefits, and other social services and advising clients regarding their rights. Housing referral services assist clients by maintaining a registry of accessible, adaptable, affordable apartments and houses. Peer counseling is available to disabled individuals, their families, and friends. In depth individual skills development can be provided within the peer-counseling group or on a one-to-one basis. A small lending library of equipment is available.

Provides information, referrals and resources for relatives raising the child of a family member.

Supports individuals with intellectual and developmental disabilities to be active members of their community; thru volunteering, advocacy, attending college, working or simply being a member of their community.

Provides private and group music and dance instruction, theater, film and video, and summer programs, and pre-k program family art workshops.

Provides low cost dental services for adults and children. Individual can choose to be seen by a student dentist under supervision, a post-graduate student dentist or a faculty member. The fee varies by dentist type chosen and service needed. Services include; general, screening exam for all new patients, preventive care, complete dental exams, limited X-rays, teeth cleaning, resin sealants, general dental services, fillings, crowns, dentures, teeth whitening, implants, root canals, and emergency dental care (first-come, first-served basis).

Provides ergonomic home and van conversions to assist people with disabilities with custom solutions to mobility needs. Van conversions include lifts, hand controls and other special accessories. Automobile adaptations include hand or dual controls and left foot accelerator. Offers portable ramps and adaptations for wheelchairs. Provides repairs for any adaptive equipment. Sells and leases adaptive vans and provides adaptive services for scooters.

Collaborates with the City of Richmond, other public agencies, nonprofit partners, and civic and private groups for outreach and encampment organizing among unsheltered people across West Contra Costa County. Offers wellness center which provides basic needs services including access to shower, laundry, food, clothing, water, transportation and connections to community resources, and outreach and engagement including trash cleanup. Provides workforce clinic, free classes, for resume and cover letter preparation, and job readiness as well as job search assistance. Employs unhoused individuals to steward neighborhoods and accompany unhoused neighbors on their journey from tent to home. If client does not have transportation, they can contact Neighbor Care line for the SOS Richmond shuttle.

Supports child care programs by facilitating and increasing access to care. Family recertifications and eligibility will continue. Provides free services related to child care to parents/guardians and child care professionals in Central Contra Costa County. Services include assistance with finding and selecting child care and family resources, guidance and support applying for subsidized child care, technical assistance to child care professionals, child care needs assessment upon request, and parent education opportunities.

Provides virtual afterschool program that offers, homework help and fun online activities.

Administers four public high schools, one alternative high school and an adult education department. Programs and classes are available for special education students; call for information.
