Environmental Health Division regularly inspects all retail food facilities (businesses or organizations that sell or give away food) to ensure that they meet safety and cleanliness regulations. Inspections can occur at any time. Receives and investigates consumer complaints regarding a suspected foodborne / waterborne illness within restaurants and other food facilities. Provides 15-20 pounds of fresh produce two times per month to qualifying households that are in need of food assistance. Produce is distributed from the Food Bank of Contra Costa and Solano Mobile Trucks.

Provides temporary safe homes where parents may voluntarily have their children cared for during a family crisis. Crisis situations may include homelessness, unemployment, incarceration, drug addiction, medical illness, hospitalization, or any other crisis circumstance that makes it difficult for the parents to care for their children. The staff offers support by helping new and previously helped clients find needed resources for their families. Safe Refuge for Children + Families is a faith-based organization that recruits its volunteers through churches. These local churches support the families hosting the children of the families in crisis. The Safe Refuge volunteer host families are screened (background checks, home studies, training, etc.) and approved to be safe. This is a voluntary program and the families in crisis always retain all of their parental rights and custody.

Offers a statewide renters' rights hotline. Provides free one-on-one phone counseling sessions to tenants who are in need of counseling for rent increases, evictions, habitability concerns, and other tenant issues.

Provides 30-90 day residential substance abuse treatment for men utilizing a social modality. Services include group, and individual counseling, chemical dependency, and relapse prevention education, Narcotics Anonymous meetings, and recreational activities. Provides an adult day program for adults with developmental disabilities with higher cognitive skills. In addition to educational opportunities offered through the day program, students receive individualized training and can learn relevant job skills to promote independence in the community. For healthcare services patients must be homebound, have a physician's order and insurance authorization to be eligible for home health services; for hospice services: physician authorization, expectancy of six months or less, and agrees to the hospice concept of care. Provides a safe home and treatment programs for children with behavioral and emotional challenges. Children, ages birth-21, are referred by the Department of Social Services, Child Protective Services or one of the county mental health departments. Treatment services take place in a treatment foster home with emphasis in developing and maintaining competent, healthy, committed and trained treatment foster families in which the foster children may be nurtured and redirected.
