Administers the Housing Choice Voucher/Section 8 program. The Housing Choice Voucher program is currently closed to new entries. Public housing is handled by the Housing Authority Oakley, Pittsburg, North Richmond or Rodeo offices. The Central Wait List handles the public housing wait list and Section 8 housing wait list.

Provides in-home visits for families who are pregnant or parenting children ages 0-5 or upon entering Kindergarten. Program services include child development milestone education, mental/physical health education/support, social emotional growth, nutrition and wellness education and support, strengthening caregivers-child attachment, and connecting families to local resources.

Provides comprehensive low cost general dental care; fees may be 30-40% lower than those of many private offices in our immediate area. Dental services include fillings, dentures, crowns and bridges, root canals, oral surgery and limited periodontal work. Dental work is performed by students and residents under supervision of the University of Pacific faculty and staff. Provides mental health treatment, medication, access to primary health care, substance abuse counseling, benefits and resource counseling, supportive housing, vocational rehabilitation, and peer and family member education and support. Program also known as "Laura's Law" is for people with severe and persistent mental illness who need treatment to prevent substantial deterioration of their condition, and who may pose a risk to themselves or others. Contra Costa County has adopted Laura's Law for individuals who decline care or struggle to engage in treatment when offered. Laura's Law is a discretionary state law that allows counties to use the civil court system to supervise care. The court process is only used after every effort has been made to encourage individuals who need treatment to voluntarily participate. Program is not for crisis intervention.

Provides free legal services for Contra Costa seniors age 60+ including advice, counsel and representation in civil legal matters, such as: elder abuse, consumer matters, housing, income maintenance as well as advance health care directives and durable power of attorney. Special Free Wills Clinic and Consult-an-Attorney Programs conducted at selected Senior Centers throughout the County; Pro Bono Program conducted to assist in placing eligible clients with private attorneys where possible. Advocacy services to increase access to services, benefits, and other social services and advising clients regarding their rights. Housing referral services assist clients by maintaining a registry of accessible, adaptable, affordable apartments and houses. Peer counseling is available to disabled individuals, their families, and friends. In depth individual skills development can be provided within the peer-counseling group or on a one-to-one basis. A small lending library of equipment is available.

Provide a virtual peer-led support, and social program for LGBTQ+ seniors. Offers a safe environment where all can be a part of a community that welcomes diversity and individuality. Provides case management to help seniors connect to social support services.

Offers a variety of mental health services by Associate Marriage and Family Therapists and Psychologist interns supervised by licensed therapists; services include couples counseling, family therapy, child and adolescent therapy, individual counseling and group counseling including depression, anxiety, grief, life transitions, gender identity and trauma counseling.

Offers 52-weeks domestic violence intervention program certified through Contra Costa County Probation. Provides certified anger management programs and specialized training courses. Courses are both court ordered and open to non-court-ordered. Offers juvenile anger management and domestic violence classes for individuals ages 16-18. Offers family reunification educational program for families who have experienced physical, mental, emotional, or psychological abuse/trauma.

Provides free surgical eye care for those individuals with no insurance and limited incomes. All clients must have a doctors referral. Areas covered include diagnostic testing, eye surgical care and eye medications. All services are performed in San Francisco at California Pacific Medical Center. The Foundation does not provide for routine eye exams, eye glasses, contact lenses or low vision aids.
